Updates the HTCondor submission file to use nodes with this OS.
CMS CAF nodes will be updated on December 7, 2023 [1]. It is required to update the configuration file to start using these nodes.
Inside validation_control.py module, update the requirements attribute from (OpSysAndVer =?= "CentOS7") to (OpSysAndVer =?= "AlmaLinux9")

CentOS 7 nodes are used to execute McM request validation jobs.
AlmaLinux9 nodes are used to execute McM request validation jobs.
