submitted request not belonging to a batch #1139

Looking at https://cms-pdmv-prod.web.cern.ch/mcm/requests?prepid=B2G-RunIISummer20UL18NanoAODv9-00894 this request does not belong to a batch, and stated in "new" status since the transition it triggered when batch get announced. There might be race condition with batch announcing and request submission.

Expected Behavior

the submitted request needs to get into a batch, so that it can get announced and its reqmgr status toggled to "assignme-approved"
