migrate to reqmgr2 the discovery of /DQMIO datasets #15

thanks @anorkus this test campaign https://cms-pdmv-dev.cern.ch/relmonsvc/#/1461935589 uses workflows from reqmgr2 and they've immediately switched to DQMIO state
