use reqmgr2 REST api instread or reqmgr #26

Please review whether new page is acceptable. (don't merge yet until we are ready to use reqmgr2 in production)

But we have api returns json format. https://cmsweb.cern.ch/reqmgr2/data/request?name=vlimant_RVCMSSW_6_0_1TTbar_121025_153808_7334&name=pdmvserv_HIG-2019GEMUpg14DR-00063_00071_v0__150206_132848_1559

It there is missing information we can create the new api with the missing information. Please let me know what information is needed for this original call.
