soft sync of normal-archived/None workflow status #5

A condition should be added at this line:

https://github.com/cms-PdmV/stats/blob/master/tools/statsMonitoring.py#L898

to have requests in normal-archived with das-status == None to be re-updated. Like https://cms-pdmv.cern.ch/mcm/requests?prepid=EXO-Spring14miniaod-00068 for which the requests was set to normal-archived prior to the status being set valid in dbs3, or while dbs3 was un-reachable.
