13 TeV Higgs combination #135

Leaving this PR open to keep track of changes added for the 13 TeV combination:

[x] Support for parsing extArg datacard directives
[x] Support for parsing rateParams that link to workspace objects
[x] Parse and write the autoMCStats directives
[x] Add CH flag to write imax * etc instead of the actual number
[x] option to suppress negative bin warning would be nice
[x] unresolved shape? message not especially helpful
[x] Added fix for slow datacard parsing (TH1::AddDirectory(false))
