Load libaries in Impacts #238

Impacts do not intercept and load external libraries passed to combine.

Yes thanks, indeed we're missing this at the moment - I might implement it in a slightly different way (in CombineToolBase.py) so it can be used in any combineTool.py method, but let's leave this PR open as a reminder that we should fix it.
