Because most people should be sampling from the covariance matrix.
At the moment the option --sampling does still exist, but it does nothing apart from print a message that the default behaviour is already to use the covariance matrix sampling method, and that the option will be removed from a future version of CH.
An option --no-sampling has been introduced to be able to extract post-fit uncertainties without sampling (in case anyone ever wanted to do that)
