These changes to CombineHarvester were used for the early 2022 combination, mostly related to job submission but also some changes needed for parsing specific datacards.
I think most of this is of general interest (apart perhaps from https://github.com/cms-analysis/CombineHarvester/pull/263 which as noted in the PR comment could benefit from a more robust implementation, but I don't see harm in having this in the master branch and making an issue for ourselves not to forget about it)
