This PR deletes the scripts that were moved to combine with PR https://github.com/cms-analysis/HiggsAnalysis-CombinedLimit/pull/902 . For now, the utility scripts are still in the Harvester repo to ensure that all imports work, but I suggest that this should be improved in a future PR.
