Update documentation to account for move of `combineTool.py` into combine #908

This PR updates the documentation to reflect the changes implemented in PR #902 . In many cases, the descriptions/tutorials still include instructions to checkout the harvester package, even though this might not be strictly necessary (just to make sure).

@pkausw - can we update this PR to completely remove the checkout of combineTools since we plan to merge #902?

because of the conflicts I cherry-picked relevant commits and they are now included in https://github.com/cms-analysis/HiggsAnalysis-CombinedLimit/pull/881, so we can probably close this PR, thanks @pkausw!
