Dictchanges cmssw94 #73

Yes this is the plan. I don't know if we should follow this pull request however. The master branch is probably to be deprecated at some point when we switch to legacy samples for 2016 as well

I think we should close this pull request and then I will either make a new one or simply merge the Dictchanges_cmssw94 branch into the 102 branch myself. I started this work before we had the 102 branch and wanted to finish it before moving to the new branch. These were probably the last commits from me on this branch.
