Follow up the new BTag SF for UL17 and UL18 in the following https://twiki.cern.ch/twiki/bin/view/CMS/BTagCalibration#General_Introduction_UltraLegacy However, the SF source CSV files for the new UL17 and UL18 have a new format that cannot be supported by the old BTagCalibration codes. The modified standalone BTagCalibration is thus added into flashgg.
Update the global tag for UL17 and UL18 and JEC/JER for UL18
