Update vertex ID SF for UL16 #1291

Copy flashggDiPhotonSystematics2016_cfi.py to create

flashggDiPhotonSystematics2016_Legacy_preVFP_cfi.py
flashggDiPhotonSystematics2016_Legacy_postVFP_cfi.py

and update the diphoton vertex ID SF for UL2016 with ref: https://indico.cern.ch/event/1184694/contributions/5021292/attachments/2498745/4291726/HggMeeting_29082022.pdf
