Move anaInfo, anaoptions and anautilities to utils/

Description

Move anaInfo, anaoptions and anautilities to utils/; update the Makefile accordingly.

Motivation and Context

Since these packages are installed as gempython.gemplotting.utils, it makes sense to put them in the utils/ directory as is done with fitting and mapping.

How Has This Been Tested?

The pip package was built; it was checked that it still contains the moved files.
