New Feature: anaUltraLatency now also makes an output TTree

Description

The data that is plotted by anaUltraLatency.py is now also stored in an output TTree object.

Motivation and Context

Quality of life feature. This allows gemPlotter.py and gemTreeDrawWrapper.py to also plot this data in new ways.

How Has This Been Tested?

I re-ran old analysis. No changes to syntax.
