A C library and python code is properly package in an RPM which can be installed on the Zynq.

Description

All the source/headers files are added Non-compresion option is added to RPM build commands

Types of changes

Note: CI is failing due to lack of PETA_LINUX libs and arm compilers, so this is expected at the moment.
