Adding all necessary to build the rpms

Description

All scripts required to build an rpm are added. Travis and CI are also added, but not tested.

Types of changes

Motivation and Context

All this is required for successful package assembly, testing and deployment

How Has This Been Tested?

Assembled RPM tested at gem904daq01 by installing it locally to the user and running the code
