Description

Adding #!/usr/bin/env python shebang and changing to executable for:

mcs.py
reg_interface.py

Addressing #41

When merging a PR that is referencing other issues, please close them with the merge by adding: "fixes/closes #PR" and github will automatically close the referenced issue. But this will only happen if you put that in the merge message
