Convert sca.py to a module and ensure it can be called from the ctp7

Expected Behavior

User should be able to call sca reset and related functions from the reg_interface CLI However reg_interface should also work for other functionality in case sca module is not available

Current Behavior

sca.py is a standalone script

Context (for feature requests)

reg_interface should stay generic as it might be used by projects other then GEM
