Automatically produce the menu table Latex and PDF files after the rate_table step.

There is already a notebook for the tex file generation: https://github.com/cms-l1-dpg/Phase2-L1MenuTools/blob/main/menu_tools/rate_table/L1Table.ipynb

@bonanomi can you look into this?
