Extending vectorization to most common analyzers

improved speed for LumiFilter (x700 speedup)
vectorized lumiDictionary (from cmsl1t.analyzers.jetMet_analyzer to look up pileup) → cmsl1t.producers.pileup_from_csv
fixes for the makefile
new io.RemoteFile to consolidate remote and local file access (e.g. JSON & CSV files)
tweaking the logger to produce more relevant and standardized messages

Next steps:

consolidation of histogram collections (EfficiencyCollection, ResolutionCollection) under VectorizedHistCollection (will become a meta class)
