Adding the NNVtx model files for IB #1218

PR description:

These are the model files that are in the external cms-data. However they are coming back temporarily into the cmssw branch for Firmware CI.

Thanks for this Benjamin. I'll take a look for other missing data-files and add them back in ASAP.
