Updates to GCT objects in HF #1259

PR description:

Updated tower splitting in HF to have GCT jet/tau sizes comparable to that in barrel/endcap. Removed seed supertower energy and threshold and updated GCT jet/tau calibrations. Added 3x3 PF clustering in HF to be sent to correlator in the CaloPFClusterCollection.

PR validation:

Passes local validation checks with efficiency and rate plots. Average energy of HF jets decrease due to decrease in size.
