Add tools and tests to give support for Ahead-of-time (AOT) compilation on tensorflow models.

The support consist of:

extraction and manipulation of GraphDefs (tensorflow/{tools,aot}.py)
model preparation and AOT compilation (scripts/compile_tf_graph.py)
check of the compatibility of models with AOT (scripts/check_aot_compatibility.py)
