Smear Puppi MET #516

Following up on the hypernews post

https://hypernews.cern.ch/HyperNews/CMS/get/met/684.html

I have applied the JER smearing to the Puppi MET that is stored in the NANOAOD.

PR validation:

I have tested that it runs and stores the expected values.
