Add two ways to record CPU utilization to run-scan.py #325

Record the CPU thread efficiency added in https://github.com/cms-patatrack/pixeltrack-standalone/pull/324, and include also a possibility for the "ps sampling method" that I used in #321 (mostly because I had the code there already).
