Update the SYCL builds #397

Update sycl and sycltest to SYCL 2020/oneAPI 2023.1.0. Update hwloc to 2.9.2 and use the prebuilt package. Add experimental support for renaming the target binaries and directories. Update the SYCL compilation flags. Apply code formatting to the sycl backend.

@AuroraPerego can you double check the SYCL changes to the Makefile ?

@makortel I'm ready to merge this before looking into further changes to the sycl and alpaka backends
