Add command-line option to disable reading releases.map file #14

SCRAM hangs while reading https://cmssdt.cern.ch/SDT/releases.map file if there is no network. Add a command-line option to disable the reading of releases.map file.

"scram project -f " now force the creation of dev area for the current SCRAM_ARCH without checking for production arch (not downloaded/read https://cmssdt.cern.ch/SDT/releases.map file)
