[el8-runtime] Move libnsl to runtime image and add zsh pkg #206

@smuzaffar I have also enabled testing in here for the runtime image (so it will run changes in https://github.com/cms-sw/cms-docker/pull/200).

just for ref, libaio libnsl are required oracle
