Add user packages in a separate image for el8 #213

I am unsure about adding the following packages as user packages:

 krb5-workstation glibc-langpack-en environment-modules xdg-utils

Any thoughts @smuzaffar :) ?

- I think this was added fro SPACK. I think we can keep it

- this provides klist, kinit commands. I think this can go in build time image
