[alma8] Add rpm command to dump information about the packages in the container #257

Following-up discussion at https://github.com/cms-sw/cms-docker/pull/256 BUILD_CONTEXT is unset by default (and taking full path to the image directory), but I can set the default to . as discussed in https://github.com/cms-sw/cms-docker/pull/256#issuecomment-1892226839 when modifying the other images.
