drop from git-cms-addpkg the possibility of specifying arelease TAG #40

This is on top of #37, #38 and #39 .

Completely drop from git-cms-addpkg the possibility of specifying a release TAG. This cleans up the interface and removes the possibility for conflicts.

To get the same functionality, I would suggest to use git-cms-init explicitly.

Sorry... merging without trying it out. Will do once I'm done with the pre3 stuff today.
