allow to get pull requests from non-cms-sw repositories #92

This is needed so that we can test non-cms-sw cmssw PR via jenkins ( https://github.com/cms-sw/cms-git-tools/issues/91 ) @kpedro88 , @fwyzard any objections/suggestions?
