Validate modules parameters in python #26004

We could make it possible to have the python ED module constructor actually load the C++ shared library containing the module and run the C++ parameter validation on the values. This would be something that could be turned on optionally at the beginning of the configuration. This would allow full validation of the python configurations in CMSSW without having to run cmsRun.
