Fake DQMHistoTests failures in CMSSW_7_1_X and CMSSW_9_3_X #29365

This issue is just to keep track of the fake DQMHistoTest failures in CMSSW_7_1_X and CMSSW_9_3_X.

In CMSSW_7_1_X we get about ~3000 fake failures since a long time (eg. https://github.com/cms-sw/cmssw/pull/26064#issuecomment-469650976).

In https://github.com/cms-sw/cmssw/pull/29352#issuecomment-607139163 we get failures from

Castor/CastorLEDMonitor
DQM/TimerService
AlcaBeamMonitor/Service (histogram removed)

Similarly, in CMSSW_9_3_X we get about ~200 fake failures since a long time (eg. https://github.com/cms-sw/cmssw/pull/25643)

In https://github.com/cms-sw/cmssw/pull/29356#issuecomment-607153849 we get failures from

PixelPhase1V/TrackingParticle
DQM/TimerService
AlcaBeamMonitor/Service (histogram removed)
BDHadronTracks/JetContent
