Open issues regarding the HCAL local reconstruction on GPU

List of issues based on https://github.com/cms-sw/cmssw/pull/31720#issuecomment-738294472 by @mariadalfonso and updated since then:

• [ ] finalize the M0: has some left over TODO that needs to be fixed (M0 it's not used in RECO, mostly only as validation)
• [ ] implement the modification to follow up on recent noise correlation that are important in view of the Run3 ageing:
  • [ ] #31064
  • [ ] #31513
  • [ ] #32662 / #32394
• [ ] address #32144 (comment), i.e. move out the algorithm part from DataFormats/CaloRecHit
• [ ] extend the DQM to make the plots we make now by hands
• [ ] update the treatment of HCAL MC digi flavor in GPU producer (see #33002)
