modernization of RPC code #39131

In https://github.com/cms-sw/cmssw/pull/39115 it became apparent that some RPC code used internally by the DPG is still using thread-unsafe cout.

Potentially also fillDescriptions should be implemented, a workflow to test these codes, and cleaning up unused codes as suggested here: https://github.com/cms-sw/cmssw/issues/33761
