Namespace issues in CondFormats/JetMETObjects/interface/Utilities.h

I noticed two issues with the namespace usage in CondFormats/JetMETObjects/interface/Utilities.h

• custom types are added to std namespace, that strictly speaking leads to undefined behavior
  • the allowed declarations/definitions and template specializations are listed e.g. in https://en.cppreference.com/w/cpp/language/extending_std
• anonymous namespaces should not be used in headers (C++ core guidelines SF.21)
