Migrate `DQM/BeamMonitor` plugins to avoid blocking concurrent lumisections #39973

This is a needed follow-up to https://github.com/cms-sw/cmssw/issues/36404#issuecomment-1294192208. AlcaBeamMonitorClient is now migrated in https://github.com/cms-sw/cmssw/pull/39888 (in a suboptimal way though, that does not use DQM base classes and prevents concurrent lumis). This issue is to keep track of the problem.
