Monitoring SoA Clusters #42193

At the moment we don't have a module to monitor cluster SoA (neither singularly neither comparing them). Some quantities (the cluster sizes) are monitored within the hit SoA DQM modules SiPixelMonitorRecHitsSoA but most of their parameters (adc, the digi composition) are not. I'm opening this issue as a reminder.
