Update `defaultDataSets` for RelVals (2024 and Phase2) #43982

This is note for us (PdmV) to update the default datasets we use in inputs as GEN-SIM in

https://github.com/cms-sw/cmssw/blob/ca93802f7a4edafab85b72895b4b877df8255d0e/Configuration/PyReleaseValidation/python/relval_steps.py#L4176-L4192

with something more recent for D98 (and then D99 when will be the new baseline) and 2024. Would wait (at least) for a few more green reports for one of the 14_0_0_preX to do this.
