Update electrons_cff.py: more detailed doc on nested ID var #46556

PR description:

This PR holds a minor change in the documentation of the Electron_cutBased variable, to document clearly the usage of nested IDs cutBased variables. A similar PR will follow for photons.

PR validation:

just change in docs, no validation required
