Phase 2 L1Trigger GTT subsystem docs #46750

PR description:

This PR adds to the README in the L1Trigger/L1TTrackMatch significant documentation about the Global Track Trigger code in CMSSW (including cross-references to Firmware where appropriate), much of which was previously not documented anywhere or not so centrally.

PR validation:

This PR only modifies a README and thus no code validation is run
