Added FastSim JEC from sqlite file and new JEC uncertainty variables, fixed typo with JER variable #28

This PR includes:

New JEC uncertainty variable
Added nominal JER, alos fix a typo in JetUserData (for JERdown)
Fix GlobalTag for 2015C_25ns
Added FastSim JEC from sqlite file (SUSY recommendation)
