Added Latest JEC/JER files for testing
Modify JER code to read from Database instead of text files
Update from JER scaling to hybrid sclaing+smearing method using latest recommendation
Change rho to the recommended one for JER calculation
Removed SmearedEta/Phi variables which are not modified by smearing (can use the equivalent original jet Eta/Phi variables)
Delete old JER text files
Fix metProcess for Data samples
