What steps will reproduce the problem?
1. Create a script that has any arbitrary SQL statement
2. Create a second script that has a CREATE PROCEDURE statement
3. Run DbDeploy

What is the expected output? What do you see instead?
The build fails with the error message:
CREATE/ALTER PROCEDURE must be the first statement in a query batch.

What version of the product are you using? On what operating system?
3.0M2 
Windows.
