Introduce variable

Use a selected variable usage to introduce a new variable declaration.

This is an action-type behavior

Key behaviors:

• Accessible by the same means as other automated tools
  • Context menu (action submenu)
  • Action palette
  • No keybinding
• Allows user to simply place cursor on variable and perform the introduce action
• Must provide an opportunity for the user to choose the scope for introduction
• Must provide an opportunity for the user to provide a starting value
• Must use the name of the original variable instance

Error Conditions

• No variable selected
• No scope selected
