CI: Test Github CI #706

Recent CI tests fail, and I doubt it is due to GitHub Action bugs since I cannot reproduce this error locally. The failing CI tests block PR, so I am trying to fix it.

Close this PR since the latest PRs pass these tests successfully by retrying, and changing ubuntu os version doesn't help.
