NHSN restarting the dataset for previous HHS dataset #2064

The HHS hospital admissions dataset was paused april 2024. The reporting requirements, using the same enforcement mechanism, is starting back up on ~November 1st, under the management of nhsn. Both Flusight and the CDC's new covid19-forecast hub (taking over from Reichlab) are treating it as similar enough to be the main target for their forecasting.

Before it starts on November 1st, we need to decide

Whether it is going to be the same indicator or a new one
who is going to do the prep work on this
